The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), is issuing a Commercial Solutions Opening (CSO) to award contracts for innovative commercial solutions to modernize joint medical readiness capability under the PARATUS program. The goal is to replace six Service-specific legacy systems with a unified, governed data platform that provides automated, AI-enabled, risk-prioritized capabilities for medical forms, procedures, and processes. The solution must include agentic artificial intelligence, machine learning-based risk scoring, automated notifications, and visualization dashboards accessible via web and mobile platforms. It must operate within a Department of War Impact Level 5 (IL5) environment, cross-domain data into IL6, and integrate with Military Health System data sources. The capability is organized into three Areas of Interest (AOIs): PHA Modernization (AOI 1, currently open), Profiling & Individual Medical Readiness (AOI 2, anticipated), and Waivers (AOI 3, anticipated). Each AOI requires a common architecture including IL5 hosting, IL6 CDS, Unity Catalog-aligned governance, and FHIR R4/HL7 v2.5.1/SNOMED CT/ICD-10/LOINC data contracts, with built-in AI/BI analytics and a self-service portal.
