Description
Montgomery County is soliciting separate prime contractors for renovation of the Willow Grove Annex at 102 North York Road. Available bid packages include general construction, mechanical/HVAC, electrical, plumbing, and fire protection. The project includes comprehensive renovation of an existing four-story building, demolition and interior fit-out, a new exterior facade, building additions, modernization of mechanical, plumbing, electrical, fire-protection, and low-voltage systems, a new gas service, elevator work, site improvements, paving, sidewalks, landscaping, parking-lot improvements, and related coordination. Bidders must select the applicable contracting decision in Euna Procurement and submit the corresponding electronic bid table, completed bid form, Prime Contractor Information Form, Appendix A, bid bond, current W-9, Non-Collusion Affidavit, Non-Discrimination Affidavit, Responsible Contractor Certification, and Acceptance of Terms and Conditions. Appendix A includes public-disclosure, eligibility, contingent-fee, independent-price-determination, organizational-conflict, authorized-negotiator, conflict-of-interest, and local/small/diverse-business certifications. Bid security is required at 10% of the base bid plus alternates; performance and payment bonds, each for 100% of the contract sum, are required after notice of intent to award. The project also includes prevailing-wage requirements, Montgomery County participation goals, site-access background and drug screening, an owner-controlled insurance program, and substantial past-performance, safety, financial, insurance, and subcontractor information requirements.
