The Philadelphia Energy Authority, on behalf of the City of Philadelphia, is soliciting proposals for the design, construction, and commissioning of a solar photovoltaic (PV) facility at Northeast Philadelphia Airport (PNE). The scope includes pre-construction services such as site preparation, detailed system design compliant with FAA and environmental regulations, electrical design for interconnection to the existing substation, submission of interconnection plans with PECO Energy Company, and application for all necessary permits and approvals. Construction services encompass procurement and storage of equipment, installation of major equipment per manufacturer specifications, installation of electrical equipment and wiring per NEC standards, and system commissioning to verify performance. The contractor must adhere to all rules and regulations for working in a commercial airport environment, including PNE Rules and Regulations.
