Description
The County of San Diego is seeking one contractor to provide community-based social marketing services supporting its Watershed Protection Program. The work includes campaign planning, behavior-change marketing, public education and outreach, multilingual and multicultural materials, website and social media content, audio and video messaging, promotional and live-event support, and outreach to residential, commercial, industrial, school, and other community audiences. The contractor will also perform surveys, focus groups, behavioral research, data analysis, campaign and program evaluations, reporting, school outreach assessments, pet-waste event surveys, and implementation and evaluation of the Poo Points and Waterscape Rebate programs. The contractor must use the listed labor categories and submit fully burdened hourly rates covering ordinary project expenses. The solicitation is reserved for Small-Local Businesses, does not guarantee a minimum amount of work, and permits no specific budget range; the County states that this RFQ type cannot exceed $1 million annually. A qualifying local prime may not subcontract substantial portions of the strategy, research, creative, media, or campaign implementation work to a nonlocal firm.
