Description
The Naval Surface Warfare Center, Crane Division, on behalf of the Nulka Joint Program Office (JPO), is conducting market research to identify industry capabilities for the production and sustainment of Nulka MK 234 Electronic Decoy Cartridge (EDC) subassemblies. The JPO, comprising Australian and United States Program Offices, manages the Nulka capability, which provides self-defense against radar-homing Anti-Ship Missiles (ASM) for both the Royal Australian Navy and USN ships. This Request for Information/Sources Sought (RFI/SS) specifically seeks information on the following components: Thrust Control Unit (TCU), Spin Control Unit (SCU), SCU Acceptance Test Equipment (ATE), and Canister. For each component, the Navy is interested in capabilities related to redesign to overcome obsolescence, manufacturing of redesigned components, and sustainment of current and redesigned units. Specific needs include redesign of TCU and SCU motors and electronics, manufacturing of these components, and ongoing sustainment. For the SCU ATE, improvements to incorporate automation and data capture, manufacturing of units, and ongoing engineering support are required. For the Canister, build-to-print manufacturing, sustainment, repair of outer skin, wire assemblies, and maintaining seal integrity are areas of interest. Respondents are requested to submit a Capability Statement addressing project management, engineering management, design engineering, quality management, integrated logistics and support, and supplemental facilities. The statement should detail technical program management, cost and schedule management, performance examples, capacity, system safety, systems engineering, obsolescence management, modeling, prototyping, testing, configuration management, quality control, technical writing, inventory management, manufacturing/acquisition of spares, maintenance support, supply chain management, refurbishment, and repair capabilities. Companies should also indicate any commercial solutions, facility limitations for Australian foreign nationals, and any limitations in handling classified information. This RFI/SS is for market research purposes only and does not constitute a solicitation for proposals or an obligation to award a contract.
