Description
The University of Maryland Global Campus is seeking a qualified contractor to provide strategic and technical consulting for identity management, Identity Governance and Administration (IGA), and role-based access control (RBAC) modernization. The scope includes assessing and remediating identity data alignment between Workday and Microsoft Entra ID; establishing identity hygiene, authoritative-source, access-governance, role-management, and identity-lifecycle frameworks; improving Joiner, Mover, and Leaver processes; aligning third-party applications with centralized authentication, provisioning, RBAC, and access-review capabilities; and developing a plan to migrate provisioning away from PeopleSoft dependencies. Expected deliverables include an originating identity-provider modernization plan, RBAC design framework, IGA governance and operating model, identity-lifecycle framework, third-party application alignment roadmap, and Workday/Entra provisioning migration and PeopleSoft-decommissioning plans. The contractor must provide project management and technical leadership, perform the work remotely during standard business hours, and support workshops, reporting, stakeholder coordination, and technical documentation. The technical proposal must not include pricing; shortlisted offerors will be invited to submit price proposals later.
