Description
The National Park Service is soliciting a firm-fixed-price contractor to stabilize and repair a short segment of Conzelman Road threatened by coastal bluff erosion at Golden Gate National Recreation Area. The work includes a cast-in-place concrete retaining wall supported by six drilled concrete piles, a concrete grade beam, California ST-75 bridge rail with bicycle railing, new and adjusted guardrails, roadway excavation and aggregate-base and asphalt replacement, pavement markings, erosion and sediment controls, drainage, site clearing, grading, traffic control, and environmental protection. The road may remain closed at the project area for the full 180-day performance period, and the contractor is responsible for closure and detour signing. The amendment confirms that no hazardous materials are known at the site and that contaminated-soil disposal, if encountered, will be handled by contract modification. The acquisition remains a HUBZone set-aside with an estimated construction price range of $1,000,000 to $5,000,000. Proposals are due October 29, 2026, at 2:00 p.m. Pacific Time. The amendment clarifies that proposals must use a PDF schedule, that the bridge rail must be the California ST-75 with bicycle railing and galvanized finish, and that relevant experience includes drilled cast-in-place piles, cast-in-place retaining walls, bridge or guardrail installation, and roadway restoration. Performance and payment bonds are required at 100 percent of the original contract price, and the bid guarantee is 20 percent of the total proposal price or $3,000,000, whichever is less.
