Description
The Department of Veterans Affairs, through Network Contracting Office 23, is soliciting a firm-fixed-price contract for 47 electronic serials and periodical subscriptions covering medical, scientific, health sciences, social sciences, and related subject areas. The contractor must provide subscription access and manage ordering and renewals, publisher payments, claims for missing or defective issues, back issues, discontinued titles, renewal lists, reports, MARC-format catalog data, and stable URLs. The solicitation is a total small-business set-aside and uses a lowest-price technically acceptable evaluation process. Offers must include pricing, a technical capability narrative, and up to three recent and relevant past-performance references. Amendment 0004 reopens the solicitation, extends the offer deadline to October 23, 2026, at 5:00 p.m. Central Daylight Time, changes the proposed contract period to December 1, 2026, through November 30, 2027, and clarifies estimated actual users and remote access across the Minneapolis VA Health Care System and associated clinics in Minnesota and Wisconsin.
