Description
The Naval Surface Warfare Center, Philadelphia Division, is conducting market research for a potential firm-fixed-price Basic Ordering Agreement to support MTU 8000, 4000, 2000, 1163, 595, and 396 diesel engines and related shipboard auxiliary systems. The anticipated work includes engineering and technical services, technical issue resolution, engineering investigations, failure analysis and root-cause determination, light repairs, product improvements, technology development and integration, technical documentation, land-based and shipboard testing, field technical support, logistics support, configuration management, provisioning, maintenance procedures, drawings, parts availability, engine and control-system training, program management, and support for manufacturing phase-out, diminishing sources, and obsolete components. Respondents must submit an unclassified capability statement of no more than five pages addressing their capacity and technical ability to perform the requirements. The agency states that it intends to pursue other-than-full-and-open competition with Rolls-Royce Solutions America, Inc. under FAR 6.302-1 because the MTU systems are developed, designed, and solely produced by that company. This notice is for informational market research only and is not a request for proposals or a commitment to award a contract.
