Description
The National Forest Foundation is soliciting proposals for construction services to reconstruct Jacks Gulch Campground in partnership with the U.S. Forest Service. The project includes up to approximately 90 campsites across four loops, two group sites, roads and parking areas, campground spurs, trails, facility pads, vault toilets, pavilions, signs, kiosks, picnic tables, fire rings, bear-proof lockers, dumpsters, gates, and other site furnishings. Work also includes reconstruction of water and electrical systems, new wells and a pumphouse, secondary electrical work, equestrian amenities, erosion and stormwater controls, demolition, surveying, seeding, and as-built drawings. Optional work includes a new loop, water-fill station, toilet replacements, horse facilities, and electric-vehicle charging stations. The anticipated competitive range is $6.5 million to $11 million, depending on options awarded. Proposals must include a technical proposal, project management approach, detailed work plan and schedule, risk-management approach, key personnel and resumes, equipment list, safety program and three-year safety record, qualifications and relevant project experience, three professional references, information on failed projects or legal actions, pricing based on the pricing table, a proposed payment schedule, and current insurance information. The technical proposal is limited to 20 pages excluding the cover page; specified attachments are exempt from that limit. The project is subject to prevailing wages, federal flowdown provisions, payment and performance security in the full agreement amount, and required insurance coverage.
