Description
The Department of Veterans Affairs is conducting market research for a Utility Energy Services Contract at the Washington VA Medical Center. The selected utility provider would conduct a comprehensive energy audit, identify energy-saving improvements, design and engineer approved Energy Conservation Measures, construct and commission the improvements, develop a savings assurance plan, and arrange third-party financing if necessary. The project is intended to be financed through utility cost savings rather than upfront capital investment. Potential work includes chiller plant improvements; building automation and energy management controls; HVAC systems, including boilers and chillers; lighting; building envelope modifications; chilled-water, hot-water, and steam distribution; electric motors and drives; water and sewer conservation; energy utility distribution; rate-related cost reduction; energy-related process improvements; commissioning and retro-commissioning; and advanced metering. The Government anticipates an accelerated chiller plant design effort addressing critical chilled-water and HVAC needs. This is a Sources Sought market-research notice, not a request for proposals or quotations. Respondents must complete the questionnaire, provide relevant financed energy-conservation and UESC experience, and submit a response of no more than 20 pages.
