The National Institute of Standards and Technology (NIST), through its CHIPS Research and Development Office (CRDO), is soliciting proposals for research, prototyping, and commercial solutions aimed at advancing microelectronics technology within the United States. This Broad Agency Announcement (BAA) seeks to foster U.S. leadership in semiconductor technology and accelerate commercialization, with a particular emphasis on areas such as advanced microelectronics research and development connected to Artificial Intelligence (AI), Quantum Technology, Biotechnology, Biomanufacturing, Commercialization of Innovation, and Standards Development. Eligible applicants include for-profit organizations, non-profit organizations, accredited institutions of higher education, Federally Funded Research and Development Centers (FFRDCs), and Federal entities, all of which must be domestic entities. The maximum project performance period is five years, with project budgets expected to be at least $10 million. While cost sharing is not explicitly required, NIST may fund only a portion of a project's costs contingent on the recipient demonstrating sufficient funding. Applicants may be required to provide a return on investment to the Government through equity, warrants, licenses, or royalties. Submissions are a two-part process: a required White Paper submitted via www.grants.gov, followed by an invited Pre-negotiation Package for eligible and meritorious proposals. Applications will be accepted on a rolling basis until September 30, 2029. Key evaluation criteria include national and economic security contributions, scientific and technical merit, project feasibility, commercial viability, and financial viability.
