Description
The National Association of State Energy Officials seeks a subcontractor to provide senior-level technical assistance and advisory support for public-private partnership programs, including Energy Savings Performance Contracting for state and local building energy upgrades and revolving loan funds. The advisor will help develop resources such as white papers, templates, case studies, webinars, briefings, and supplemental materials for ESPC programs. The work also includes developing guidance for State Energy Offices on local-facing energy programs supported by State Energy Program funds under the Infrastructure Investment and Jobs Act, including state-local engagement, program implementation, and case studies. Proposals must address relevant experience, proposed approach, resumes, hourly rate, and administrative eligibility requirements, including a Unique Entity Identification Number, current SAM.gov registration, and assurance of non-debarment. Compensation will be based on actual hours worked, invoiced monthly, subject to the approved task budget in the final subcontract.
