Description
The Minnesota Department of Children, Youth, and Families, through its Child Care Services Division, is seeking a contractor to conduct a statistically valid analysis of the estimated cost of providing child care in Minnesota, including variation by geography, type of care, child age, and quality level. The work must address costs associated with economically disadvantaged families, racially and ethnically diverse children, cultural and linguistic needs, Tribal Nations, health and safety standards, staffing requirements, and quality care. The contractor will plan and conduct a new study, collect and analyze data using surveys, cost models or calculators, or a hybrid methodology, and prepare reports and recommendations. Deliverables may also support reimbursement-rate setting, legislative and policy requests, and analysis of prior data sets. The contract may extend up to five years. The total project amount may not exceed $110,000, allocated as $50,000 for fiscal year 2027 and $60,000 for fiscal year 2028.
