This Master Invitation for Bids (MIFB-I) is issued by the U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP). It applies to certain solicitations for international commodity procurements for U.S. Government international food assistance programs, such as Food for Peace, Food for Progress, and the McGovern-Dole Food for Education programs, effective April 7, 2026. The document has been updated to incorporate new Federal Acquisition Regulation (FAR) and Agricultural Acquisition Regulation (AGAR) clauses and provisions. Potential bidders are encouraged to review the entire document for updates, including changes to contract clauses and provisions, and updated titles and references. Bidding and contract-related actions are performed in the Web Based Supply Chain Management (WBSCM) system. Awards will be made following principles in the FAR and AGAR, with specific details for each invitation for bid (IFB) to be provided in the IFB itself. Commodities purchased must be a product of the United States.
