Description
The contractor will provide senior-level subject matter expertise in biologics drug discovery and development to support the NIH Blueprint Neurotherapeutics Network for Biologics and its External Oversight Committee. The work includes advising on biologics development programs and evaluating proposed personnel with relevant experience in biologics, including antibodies, proteins, peptides, and other large-molecule therapeutics. The Government anticipates 50 labor hours per year. Travel may be reimbursed up to $2,000 annually per consultant when needed and approved in advance. The response must include resumes for proposed key personnel, consultants, and subcontractors; commitment letters for proposed key personnel; a separate narrative demonstrating key personnel qualifications; a completed pricing template submitted as a separate Excel attachment; past-performance examples; and company and authorized-quote-provider information. A price narrative is required if proposing additional personnel, non-travel other direct costs, or price assumptions not covered by the template. Responses are limited to ten single-sided pages, excluding resumes, commitment letters, representations and certifications, and the completed price template. The amendment clarifies that key personnel need not be W-2 employees, but must be available at the start of performance, and that 50% of the work must be completed by small business entities.
