Description
The City of Santa Monica Department of Transportation is soliciting a turnkey replacement and modernization of the Big Blue Bus onboard video surveillance system. The scope includes IP-based onboard network video recorders, interior and exterior cameras, synchronized audio, removable storage, wireless and cellular communications, video management software, vehicle telemetry and event integration, live viewing, video retrieval, health monitoring, privacy redaction, and compatibility with existing multiplex, rear-view monitor, and driver-display systems. The system must support the fixed-route fleet of approximately 173 buses, including standard buses and 60-foot articulated buses, with specified camera coverage, 4K forward-facing video, approximately 30 days of onboard retention, redundant storage, and future expansion capacity. The contractor must remove and dispose of existing equipment, provide pilot installations, complete fleet-wide installation and testing, integrate the system with vehicle and communications infrastructure, provide training and documentation, and furnish at least one year of warranty and maintenance support. Proposals must include technical qualifications, key personnel, at least three comparable client references from the past five years, a project work plan, detailed pricing, completed compliance and security questionnaires, and the required City forms and certifications. Optional pricing is requested for non-revenue vehicle cameras, camera replacements, extended warranty, spare parts, emerging analytics, passenger-entry monitors, and other equipment or services.
