Description
The Barbados Water Authority seeks an independent consultant to verify the Environmental and Social Impact Assessment and Environmental and Social Management Plan for an approximately 9 km reclaimed-water pipeline from the Bridgetown Sewage Treatment Plant to Lears, including a branch to the National Botanical Gardens and six managed aquifer recharge wells. The review must assess completeness, internal consistency, proportionality to project risks, compliance with Barbados requirements and donor safeguards, evidence supporting the assessment, stakeholder engagement, climate risks, and environmental and social risks. The assignment includes preparing an inception note and verification workplan; a compliance and conformance matrix covering Barbados requirements, Green Climate Fund safeguards, IFC Performance Standards, and World Bank Group Environmental, Health and Safety Guidelines; a consolidated comment log with prioritized corrective actions; an assessment of ESMP implementation arrangements; draft and final verification reports and statements; and a close-out presentation to the Barbados Water Authority Project Management Office. The assignment is primarily desk-based, with any limited site walkover or agency interviews subject to approval and separately priced. Proposals must include technical and financial submissions, methodology, workplan, team composition, key-personnel CVs and availability, relevant experience with at least three references, an independence and conflict-of-interest declaration, and a lump-sum or capped time-based quotation with separately priced optional activities.
