Description
The Utah State Board of Education is seeking one or more qualified external, independent investigators to support the Utah Professional Practices Advisory Committee. Investigators will plan and conduct investigations involving educator misconduct, gather documentary and digital evidence, interview complainants, witnesses, students, school staff, and accused educators, and prepare objective, legally defensible investigative reports. Investigators may also testify at administrative hearings and must attend monthly UPPAC meetings to summarize findings and answer questions. Reports must include an executive summary, findings of fact, analysis of applicable educator-conduct standards and disciplinary presumptions, aggravating and mitigating factors, and an evidence appendix containing interview records, supporting evidence, and chain-of-custody documentation. The work requires experience with educational law, investigator report writing, conflict-of-interest management, confidentiality, and protection of student personally identifiable information. The expected workload is approximately seven to ten investigations per month, although no minimum volume is guaranteed. Compensation is a mandatory flat rate of $100 per hour, with travel costs generally included unless advance authorization is provided for hearings outside Salt Lake County.
