Description
The Regional Transit Authority is soliciting a fixed-price bid for the supply and installation of up to eight factory-remanufactured Cummins L9 (EPA 2019) 280-horsepower engines for eight 2019 New Flyer XD40 buses. Engines must include recommended Cummins upgrades and modifications, meet Buy America requirements, fit without modifications, use original manufacturer parts, meet Cummins OEM standards, and be dyno-tested before installation. The work also includes replacing DPF and DOC filters and auxiliary equipment, including generators, air compressors, and starters. The contractor must provide descriptive literature, specification sheets, performance data, and the required questionnaire with its bid. Engines require a minimum two-year, unlimited-mile parts-and-labor manufacturer warranty; auxiliary components require a one-year warranty. Installation must be completed within 10 business days after each bus is delivered, with a $300-per-day demurrage charge for delays. Delivery is required within 30 calendar days after receipt of the executed contract and purchase order. Required compliance items include Buy America certification, debarment and lobbying certifications, a non-collusion affidavit, participant information, and certificates of insurance.
