Medical Review Officer Services for DHS Drug Testing

Description
The selected Medical Review Officer (MRO) must be a Doctor of Medicine or Doctor of Osteopathy, a licensed physician, and certified by a nationally recognized MRO certification board. The MRO must maintain current knowledge of DOT drug-testing procedures, collection, chain-of-custody, and recordkeeping protocols, and complete requalification training every five years. The vendor must be able to receive results from Quest and provide services remotely to DHS's Designated Employer Representative by email and telephone. The vendor must review all DHS pre-employment and CDL-driver drug testing, including laboratory-confirmed non-negative, adulterated, substituted, invalid, positive, and applicable negative/dilute results. Responsibilities include timely interviews and determinations within DOT regulatory timeframes, reporting verified results to the DER, personally reviewing at least 5% of negative results reported by staff, and personally reviewing all specimens requiring corrective action. Subcontracting is prohibited; the vendor must directly employ the licensed physician/MRO performing the reviews, although a qualified physician/MRO may bid individually. DOT supervisory training is not required.
