The Transportation Security Administration (TSA) is issuing this Special Notice to provide information on the Air Cargo Screening Qualification Test (ACSQT) process for Original Equipment Manufacturers (OEMs) interested in having their air cargo screening devices listed on the TSA Air Cargo Screening Technology List (ACSTL). The ACSQT process is designed to qualify air cargo screening technologies to ensure a high standard of performance in detecting explosive and incendiary threats. The process involves multiple stages, including white paper submission, security threat assessments, and technical testing (Stage I and Stage II). Vendors must comply with stringent requirements, including those related to Sensitive Security Information (SSI), which may necessitate security clearances and non-disclosure agreements. Key documentation, including the ACSQT Process Guide and Appendices detailing requirements for different Qualification Groups (Visual Image, Explosive Trace Detection, Metal Detection, and Explosive Detection Systems), are available. Vendors interested in participating must submit a white paper, followed by a Qualification Data Package (QDP) if accepted. The process also includes coordination teleconferences and potential bailment agreements for device testing.
