The Capital Region Airport Commission is soliciting proposals for the development and operation of concessions at Richmond International Airport. Package 1, the Culinary Collection, includes five coordinated food and beverage premises. Package 2, the Marketplace Collection, includes six premises consisting of four retail destinations and two cafes. Package 3, the National Brand Partnership Collection, includes a nationally branded burger and breakfast quick-service restaurant operated by a qualified small-business prime concessionaire with required brand-sponsor support and a guarantee. The solicitation package includes package guides, commercial terms, sample concession lease agreements, compliance standards, construction and customer-engagement standards, defined terms, exhibits, and package-specific forms. Proposals are due February 2, 2027, at 4:00 p.m. EST. A nonmandatory pre-proposal conference and optional site tour are scheduled for November 12 and 13, 2026, respectively; advance registration is required.
