The United States Space Force (USSF) Operational Test and Training Infrastructure (OTTI) is requesting innovative capabilities, solutions, and technological advancements to support the OTTI Enterprise. The OTTI CSO is issued in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 212.70 and seeks submissions from interested Offerors in response to specific Areas of Interest (AOI). The CSO may be conducted in two or three phases and the government anticipates awarding fixed-price type contracts, including fixed-price incentive contracts. The primary NAICS code for this CSO is 541715, Research and Development in the Physical, Engineering, and Life Sciences. AOI 03 seeks innovative solutions to extend and enhance existing fielded USSF Space Flag distributed synthetic training capabilities. This effort will modify existing software used by Space Training and Readiness Command (STARCOM) for mission analysis, readiness, and planning to provide low-fidelity synthetic training. The objective is to prototype a constructive simulation environment for training new classified mission systems using existing classified simulation data. Solutions must prototype within 18 months of contract award. AOI 02 focuses on software application development for tactical command and control capabilities for the physical ranges of the NSTTC. This includes software tools, visualizations, and data processing applications for the Orbital Range, with enhancements to the user interface and capabilities. The solution must adapt to changing multi-level-security requirements and should integrate with existing commercial software applications. The ability to obtain and maintain an authority to operate (ATO) for any software capabilities is required. AOI 01 seeks solutions to combine advanced Electro-Optical (EO) technology solutions and expertise using a 1-meter class COTS telescope. This includes adaptive optics, interferometry, spectroscopy, machine learning, and a Command and Control (C2) structure for AI-driven automation. The resulting EO hub will enable detection of small objects in all orbital regimes and real-time Time and Space Position Information (TSPI). Solutions should be scalable and adaptable to future technology advancements.
