Description
The City of Westerville is seeking a consultant to develop a comprehensive, EPA-compliant Lead Service Line Replacement Plan for approximately 14,000 service connections and to support the systematic replacement of lead and galvanized service lines requiring replacement. The scope includes prioritization, bid specifications and construction documents, service-line and non-lead validation-pool tracking systems, private-side replacement options, legal and access analysis, funding and grant research, standard operating procedures, public and customer communications, regulatory forms and reports, budget estimates, and project administration. The consultant must provide an initial draft by June 2027, a near-final draft by August 2027, and a final submission at least 21 calendar days before the EPA-mandated November 2027 deadline. The selected consultant will also provide ongoing technical, engineering, regulatory, and programmatic support, including coordination with City staff and responses to agency inquiries. Proposals must include a transmittal letter and a professional services proposal addressing qualifications, experience, references, project approach, schedule, staffing, safeguards, and a lump-sum fee not to exceed the proposed amount. Resumes and an exceptions letter are optional; contract forms are optional at proposal submission but may be required from the successful offeror before award.
