The West Virginia Department of Transportation, Division of Highways is soliciting qualifications from pre-qualified Consultants for bridge repair design and/or bridge/tunnel inspection services. Consultants must demonstrate expertise in designing various types of bridge repairs or in bridge and/or tunnel inspections, including potential load rating analysis. Firms can express interest in repair design, inspections, or both. Projects are anticipated to commence in 2025 with rapid turnaround times for repair projects, expected within three months of the Notice to Proceed. The solicitation requires a "Letter of Qualification" and an unpriced prospectus to be emailed to DOHMaintenanceLOQ@wv.gov between October 1st, 2024, and September 30th, 2028. The prospectus must detail specific evaluation factors such as professional qualifications, specialized experience, capacity, project manager location, past performance, and geographic location. Additionally, firms must submit a completed Consultant Confidential Qualification Questionnaire (CCQQ), staff level information, office location, identification of subconsultants, confirmation of a cost accounting system, the "Consultant Short List Selection Criteria Technical Evaluation" form, and a valid "Certificate of Authorization". Incomplete submissions will lead to disqualification. Selected firms and their subconsultants must provide a current audited overhead rate computation, unless their portion of the project fee is under $250,000.00. The Department encourages opportunities for Disadvantaged and Women-owned Business Enterprises.
