Description
The United Nations Development Programme is seeking a local consulting firm to design and implement a national behavioral change and market activation campaign for clean cooking solutions in Malawi. The work will use consumer research, behavioral science, audience segmentation, consumer personas, message testing, strategic communications, creative campaign development, mass media, digital engagement, community mobilization, product demonstrations, testimonials, market activation, and links between consumers and clean cooking suppliers. The assignment includes two national campaign waves: Wave 1 will focus on awareness, aspirations, and perception change, while Wave 2 will focus on market activation, consumer engagement, trial, and adoption. Required outputs include consumer insight and behavioral analysis, a national behavioral change strategy and communication framework, messaging and creative materials, implementation and monitoring, evaluation, and learning frameworks, campaign implementation plans and reports, and a final impact assessment and completion report. The contract is for approximately 150 working days spread over 10 months, from October 2026 through July 2027, with a multidisciplinary team including a campaign strategy specialist, communications and creative specialist, digital media specialist, market activation specialist, and research, monitoring, and learning specialist.
