Description
The Canadian Nuclear Safety Commission is seeking a contractor to review how thermal risk assessments are conducted across the electrical power generation industry in Canada and internationally, including regulatory frameworks for thermal effluent from once-through cooling systems. The work includes reviewing site characterization and thermal plume modeling practices, evaluating thermal-effects literature for reliability and relevance, and comparing regulatory requirements, technical guidance, and assessment methodologies. Required deliverables include a work plan and database plan; three progress reports; Excel databases of thermal-effect benchmarks and subject-matter experts; a transparent scoring rubric and literature evaluation; a draft and final report; a presentation; and a peer-reviewed-publication abstract. The contractor must provide a lead resource with a relevant bachelor's degree or higher and at least five years of specified thermal-effects and environmental-risk-assessment experience. The contract is approximately 24 months, with no security or travel requirement, and work is expected to be performed at the contractor's premises with meetings by Microsoft Teams.
