Description
The United Nations Development Programme is seeking a consulting firm to update and validate the characterization of municipal and non-hazardous municipal-like waste generated in the San Salvador Metropolitan Area and prepare an integrated technical, logistical, regulatory, and institutional diagnosis of its management system. The work will establish a verifiable baseline covering quantities, composition, moisture, energy properties, territorial distribution, collection and disposal flows, and the effective availability of residual waste for potential future energy-recovery analysis. The assignment comprises four phases and four products over a maximum 200-day contract period: methodological design and baseline development; dry-season characterization; integrated management-system diagnosis and rainy-season preparation; and rainy-season characterization, seasonal comparison, projections, scenarios, and a consolidated final baseline. The scope includes field missions, sampling and laboratory testing, statistical analysis, mass balances, five-, ten-, and twenty-year scenarios, logistics and infrastructure analysis, institutional interviews, and technical reports, databases, maps, presentations, and supporting laboratory documentation. The proposal requires a technical offer, financial offer, company and registration documentation, recent and ongoing project lists, satisfactory-performance certificates, audited financial statements, and signed CVs for key personnel.
