Description
This solicitation is for the procurement of filter assemblies intended for use in a crucial shipboard system. The material covered is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to the high probability of serious consequences, including personnel injury, loss of life, or loss of the ship itself, if incorrect or defective material is used. The contract requires adherence to numerous specifications and standards, including CUNO Drawing 52827, MIL-C-15726, MIL-B-24480, MIL-DTL-1222, and FED-STD-H28 series, among others. Extensive testing and certification are mandated, including proof pressure tests, liquid penetrant inspection, visual and dye penetrant inspection, and non-destructive tests. Welding and brazing processes must comply with specific standards, and all personnel and procedures require qualification and approval prior to commencement. Material traceability is critical, requiring unique identification markings on all raw materials and finished components, traceable to chemical composition and mechanical properties certification data. A Certificate of Compliance is required for all furnished items, certifying compliance with all specifications and requirements. The contractor must maintain a quality system in accordance with ISO-9001 or an acceptable alternate, and all quality assurance requirements are subject to Government inspection.
