Town of Vinton Mixed-Use or Boutique Hotel Development RFP #092826 Request for Proposals 101 E. Lee Ave. Mixed Use Residential/Commercial or Boutique Hotel Development RFP #092826 The Town of Vinton is accepting proposals from interested developers to develop a Mixed-Use Commercial/Residential or Boutique Hotel project for the .18 Acre vacant property located at 101 E. Lee Ave. in Downton Vinton. The Town seeks to redevelop the property following a tragic fire in 2022 resulting in the total loss of the former structures. The shovel ready site is strategically located in Vinton's Central Business District with walkable access to all commercial storefronts, amenities and entertainment. The site is also within close proximity to the Glade Creek and Wolf Creek Greenways, Explore Park and the Blue Ridge Parkway. Property details include: * CB Central Business zoning with no setback requirements and a maximum height allowance of 45 ft. or 4 stories. Architectural analysis estimates that 16 residential units or ~22 hotel rooms can be accommodated in a three-story development allowed by right in the Central Business (CB) District. * The site is a corner lot at a signalized intersection on Lee Ave. and Pollard Street. * Architectural concept plans, boundary survey and a Phase 1 ESA are available on the Town of Vinton website. The Town reserves the right to extend the response deadline for an additional 30 days and reject all proposals without cause. Proposals should include the following project details: * A development plan for the property to include number and type of potential units, amenities and unique development features. * Proposed terms of the acquisition, including offer amount and timeline for completion. * Business Plan and Financial Plan, including project benefits to the Town. * A biographical summary and experience with a description of lead participants. Evaluations and award of proposals will be made based upon the following criteria: * Proposed investment and development concept. * Value-added benefits to the Town. * Proposed compatibility with the Town of Vinton zoning, land use and comprehensive plan * Return on investment, density of development, proposed access points, job creation and revenue generation from the project. Description
The Town of Vinton is accepting proposals from developers to acquire and redevelop a 0.18-acre, shovel-ready downtown property at 101 E. Lee Avenue, Tax Map Parcel #060.16-02-16, at the corner of Pollard Street. The site was acquired by the Town after a 2022 fire destroyed the former structures. The proposed project must be either a higher-density boutique hotel or a mixed-use development with first-floor commercial space and second- and third-floor residential uses consistent with the Comprehensive Plan. Desirable features may include an outdoor patio or green space, a rooftop experience, and other amenities that attract residents and visitors. Proposals must include a development plan, proposed acquisition terms including the offer amount and completion timeline, a business and financial plan describing benefits to the Town, and biographies and relevant experience of lead participants. Evaluation will consider the development concept, benefits to the Town, compatibility with zoning and the Comprehensive Plan, return on investment, density, access, job creation, and revenue generation. The Town may offer customized development assistance, potentially including discounted land acquisition, infrastructure assistance, tax rebates, parking accommodations, expedited permitting, and financing or grant support.
