Description
The State of Utah seeks one contractor to establish a baseline framework for distinguishing non-functional from functional turf in Utah and to conduct a technical and economic case study of one set of public or private institutions within the Great Salt Lake watershed. The work includes developing classification criteria, auditing turf using spatial data, high-resolution aerial imagery, and targeted ground-truthing, estimating water consumption and potential savings, and analyzing conversion costs, incentives, maintenance costs, implementation barriers, and return on investment. The contractor must also synthesize peer-reviewed and regional literature, identify future research needs, and produce a definition and science synthesis report, an institutional case study and audit report with mapping and water-budget analyses, a 4-to-8-page conversion toolkit or short informational film, and a presentation to the Great Salt Lake Advisory Council. The scope must be completed within 12 months, with final deliverables due no later than June 30, 2027; the overall contract term is 18 months for administrative closeout. The agency budget is $45,000, and proposals are evaluated on qualifications, work plan, timeline and deliverables, and at least three references for similar completed projects.
