The Toledo-Lucas County Port Authority (TLCPA) is requesting statements of qualifications from experienced transportation engineering and consulting firms to prepare a strategic Seaport Master Facility Plan. This plan will enable TLCPA to holistically assess the Seaport and guide long-term strategic planning. The Port of Toledo is a significant cargo-diverse seaport in the Great Lakes and St. Lawrence Seaway System, servicing approximately 500 vessel calls annually and handling over 11 million tons of cargo. The estimated total budget for this Seaport Master Plan is between $300,000.00 and $600,000.00, with a targeted completion date of September 30, 2027. The scope of work includes reviewing existing literature and port data, engaging stakeholders, assessing current capabilities and infrastructure, analyzing market dynamics and trade flows, forecasting demand, identifying port needs and gaps, developing alternative development strategies, and phasing improvements. The plan will also consider the Toledo Shipyard's potential role in federal Maritime Prosperity Zone frameworks. Selection will be a two-phase process. Phase 1 involves evaluating qualification statements based on criteria such as professional staff qualifications, specialized experience, capacity, familiarity with the project area, past performance, current workload, project manager qualifications, and minority participation. A minimum Disadvantaged/Minority/Women Business Enterprise (DBE/MBE/WBE) participation of 15% is required. Phase 2 will involve requesting project and cost proposals and conducting interviews with shortlisted firms.
