The Advanced Research Projects Agency for Health (ARPA-H) is seeking solution summaries and proposals for projects that fall within the general scope of the ARPA-H Scalable Solutions mission office (SSO). The SSO aims to improve healthcare access and affordability through revolutionary technical innovations that address challenges in geography, distribution, manufacturing, and data management. Many communities and remote areas in the United States lack timely and quality healthcare, leading to disparities. Bottlenecks in manufacturing processes for products and health technologies also cause delays and limited availability, hindering effective distribution, especially during emergencies. This solicitation is for Other Transactions (OTs) and is not subject to the Federal Acquisition Regulation (FAR). It targets academia, non-profit organizations, for-profit entities, hospitals, community health centers, and non-federal research centers. A mandatory Solution Summary must be submitted and feedback received before a full proposal can be submitted. The submission portal for solution summaries, proposals, and questions is https://solutions.arpa-h.gov. Amendment 03 updates include revisions to the Administrative & National Policy Requirements Document (OCI, Research Security Disclosure, IP), the Cost Proposal Document (Level of Effort, Labor Costs, materials/equipment thresholds), and Cost Proposal Workbooks (profit/fee applicability, material/equipment thresholds).
