Description
The Birmingham-Jefferson County Transit Authority is soliciting a prime contractor for a turnkey systemwide replacement of approximately 600 bus stop sign assemblies throughout its fixed-route service area. The scope includes site verification, design development, fabrication of three-panel aluminum sign assemblies and poles, delivery, removal and disposal of existing signs, installation, permitting, traffic control, utility coordination, concrete boarding and alighting pads where authorized, surface restoration, quality control, documentation, and warranty services. The contractor must manage qualified signage, installation, concrete, and other subcontractors while remaining fully responsible for performance. Proposals must address technical compliance and design quality, fabrication durability, installation methodology, project management and schedule, data management, cost, experience, references and past performance, and innovation. The project requires compliance with ADA requirements, the MUTCD, Buy America requirements, federal labor standards, and applicable Alabama and ALDOT requirements. The contractor must provide a detailed schedule, complete proposal forms and certifications, audited financial information, at least three written client references or statements for similar projects, and a price proposal using the provided spreadsheet. A 5% bid bond is required with the proposal; performance and payment bonds, each equal to 100% of the contract price, are required from the successful proposer before contract execution.
