The Highway 28/63 Regional Water Services Commission is requesting proposals from qualified consultants for a condition assessment and renewal prioritization study covering more than 200 kilometres of regional potable-water pipelines and associated infrastructure. The work includes reviewing asset and operating records; creating editable GIS and Excel asset inventories; conducting visual condition assessments; evaluating criticality, failure risk, useful life, and renewal priorities; and identifying immediate concerns and information gaps. The consultant must prepare planning-level repair, rehabilitation, and replacement cost forecasts; develop unconstrained and prioritized 25-year investment forecasts; facilitate workshops with Commission representatives; and deliver draft and final reports with editable inventories, calculations, and forecasts. Proposals must address methodology, project team, relevant experience, schedule, fees, assumptions, and exclusions. Additional testing, detailed hydraulic modeling, engineering design, and construction services must be separately identified and priced if proposed. The anticipated contract period is five months, with a proposed start date of November 1, 2026.
