Utah State Courts is seeking a single qualified firm or agency to provide legal representation to respondents in guardianship petitions filed statewide through the Guardianship Reporting and Monitoring Program. The pilot program is expected to receive approximately 130 cases annually from all judicial districts, with each case requiring approximately 5–15 attorney hours. Cases will be assigned after the statutory 60-day period for volunteer attorney matching has elapsed. The selected provider must accept court-appointed cases and address the requirements and evaluation categories in the RFP. The compensation is a fixed rate of $100 per hour, with a maximum annual payout of $130,000. The procurement will use a two-phase evaluation: vendors scoring at least 51 of 85 points in Phase I will qualify for a Phase II interview, and the highest-scoring bidder after Phase II is expected to receive the award. The submission must address the RFP requirements and include the required responses and certifications in the procurement portal, including explanations for any affirmative answers concerning debarment, suspension, or Utah tax liens.
