The National Institutes of Health (NIH) is offering the Small Business Innovation Research (SBIR) Phase IIB Strategic Breakthrough Award to support United States Small Business Concerns (SBCs) that have previously received an NIH SBIR or STTR Phase II award. This program aims to bridge the critical funding gap between Phase II completion and full commercialization, particularly for biomedical technologies that require additional time, effort, and funds to succeed. Applicants must secure 100% third-party matching funds from new private capital, new government agency funding (excluding prior SBIR/STTR awards), or a combination thereof. The award supports follow-on research and development (R&D) projects with strong commercial potential, contributing to the missions of participating NIH components. This opportunity is open to previous NIH SBIR or STTR Phase II recipients and encourages applications that demonstrate a clear path to market. While this NOFO accepts applications that may include clinical trials, certain NIH components, including the National Center for Advancing Translational Sciences (NCATS) and the Division of Program Coordination, Planning and Strategic Initiatives, Office of Research Infrastructure Programs (ORIP), do not accept clinical trials under this specific NOFO.
