Description
The City is soliciting proposals from qualified firms to provide comprehensive investment advisory and portfolio management services for its public investment portfolio. The selected firm will review the existing portfolio and recommend investment, maturity, diversification, and liquidity strategies consistent with anticipated cash-flow requirements, the City's Investment Policy, California law, and the Prudent Expert Standard. The portfolio was approximately $85.9 million as of June 30, 2026, including operating and money market accounts, Local Agency Investment Fund holdings, certificates of deposit, U.S. Treasury securities, and federal agency securities. The initial amount expected to become available for management is approximately $16 million to $20 million in Local Agency Investment Fund funds and maturing investments. The scope includes cash-flow forecasting, maturity analysis, ongoing portfolio management, credit analysis, risk monitoring, investment-policy compliance, benchmark recommendations, monthly and quarterly reporting, periodic meetings with staff, attendance at approximately two to four advisory committee or council meetings annually, annual investment-policy review, and coordination with financial institutions, broker-dealers, custodians, auditors, and other service providers. Proposals must address firm experience, personnel, assets under management, investment approach, reporting, disclosures, fees, references, and related qualifications. The intended contract term is three years, with two additional one-year extension options.
