Description
Dutchess County is seeking a qualified organization to administer representative payee services for eligible Social Security and Supplemental Security Income beneficiaries referred by the Department of Community and Family Services. The contractor will receive and safeguard benefit payments, develop individualized budgets, pay essential expenses, maintain beneficiary accounts and financial records, process disbursements, monitor for exploitation or irregularities, provide financial literacy and benefits-advisement support, and complete required reporting to the Social Security Administration and the County. The program is expected to serve approximately 100 individuals annually, with an annual allocation of approximately $68,700. Services must accommodate physical, cognitive, language, and transportation barriers through in-person, virtual, telecommuting, and hybrid meetings, interpreter access, and accessible materials. The contractor must provide telephone and in-person support, respond to inquiries within two business days, maintain or establish an office in Dutchess County or arrange co-located office hours, and comply with applicable confidentiality, accessibility, reporting, financial-control, background-check, and representative-payee requirements. The initial contract period is January 1, 2027, through December 31, 2028, with three additional one-year renewal options.
