Description
The City of Columbus is seeking a Best Value Procurement proposal for a one-time purchase of one new scale testing truck and equipment package. The package must include a heavy-duty diesel box truck, truck-mounted hydraulic crane or hoist, and a 5,000-pound scale test cart capable of carrying an additional 20,000 pounds of weights. The truck and equipment must meet the stated safety, regulatory, operational, and technical requirements, including NIST 105-8 compliance for the cart, applicable SAE, DOT, FMVSS, OSHA, and federal axle-load standards, and manufacturer warranty coverage. The proposal must address total cost of ownership over ten years, maintenance and operating costs, product quality and feasibility, detailed specifications, drawings and build sheets, delivery timing, parts and service availability, warranty coverage, and past performance. Offerors must provide at least three professional references for similar projects and may be asked to participate in demonstrations, presentations, and negotiations. The successful vendor must provide operator and maintenance training at the City's fleet management facility after delivery. Pricing is to be provided only if requested by the committee.
