Description
The U.S. Air Force is soliciting a firm-fixed-price contractor to operate and maintain the wastewater treatment plant, lift stations, oil-water separators, and grease traps at Lajes Field in the Azores. The scope includes 24/7 wastewater treatment operations; preventive and corrective maintenance; emergency, urgent, and routine repairs; sampling and laboratory analysis; sludge and effluent testing; corrosion control; janitorial and housekeeping services; quality control; regulatory compliance; and required operating reports. The plant has a stated capacity of 800,000 gallons per day and includes 14 lift stations, 8 oil-water separators, and 2 grease traps. The offer must include three electronic volumes: a technical offer, a price offer, and administrative and contract documentation. The technical offer is limited to 25 pages and must address experience, key personnel, operational approach, staffing, and a quality control plan. The price volume must include the completed price schedule in its original Microsoft Excel format, and the administrative volume must include the completed and signed SF 1449, vendor profile, statement of agreement, and active SAM registration verification. The base period is February 1, 2027, through January 31, 2028, with four 12-month option periods; the contract may run for up to 66 months including the extension option.
