Description
The United Nations Development Programme is seeking an individual consultant to provide strategic, technical, and methodological support to the Government of the Republic of Congo in developing its Country Programme for the Green Climate Fund. The assignment includes aligning the programme with the country’s NDC 3.0 and national development priorities; assessing climate-finance opportunities; developing a strategic vision and theory of change; structuring a bankable national pipeline of climate projects; and integrating private-sector participation, innovative finance, carbon-market opportunities, gender, youth, Indigenous Peoples, and vulnerable groups. The consultant will lead diagnostics, stakeholder consultations, technical coordination, capacity-building workshops, methodological tools, project-prioritization analyses, and preparation of inception, diagnostic, stakeholder-mapping, project-pipeline, training, coordination, final, and capitalization deliverables. The engagement is for 60 working days over six months, with work performed from the consultant’s residence and periodically in Brazzaville. Applicants must submit a brief proposal and methodology, a signed interest-and-availability letter with detailed financial breakdown, a CV including similar experience and at least three references, and the required declarations and templates through the Quantum supplier portal.
