The Defense Threat Reduction Agency (DTRA) is soliciting proposals for fundamental research aimed at countering weapons of mass destruction (WMD). This Broad Agency Announcement (BAA) covers a wide range of scientific and technological research, including but not limited to chemical and biological defense, medical countermeasures, advanced materials, quantum computing, and quantum sensing. The research is intended to expand fundamental scientific knowledge and advance technologies that can reduce, eliminate, or counter WMD threats. DTRA is particularly interested in innovative approaches that could lead to breakthroughs in areas such as targeted drug delivery systems with simultaneous pathogenesis monitoring, the application of quantum computing to accelerate medical countermeasure development, understanding the effects of infectious agents on the oral microbiome for diagnostics, identifying threat-agnostic host response mechanisms, developing novel materials for defense solutions, advancing quantum sensors for chemical and biological detection, and exploring triggered upconverting nanoparticles for signal amplification. This announcement is open continuously from October 1, 2024, through September 30, 2034. Proposals will be evaluated based on scientific and technical merit, value to mission goals, capability of personnel and facilities, and cost realism. Awards are anticipated to be primarily in the form of grants, with cooperative agreements and other transactions also possible.
