The Defense Health Agency is conducting market research for a complete, integrated Transfusion-Transmitted Disease testing solution for the Armed Services Blood Bank Center-Europe at Landstuhl Regional Medical Center in Germany. The requirement covers three complementary platforms: immunohematology testing, serology testing, and nucleic acid testing for FDA-required blood-donor screening assays, with an approximate annual volume of 6,000 whole-blood units plus residual plasma and platelets as needed. The anticipated scope includes supply, installation, validation, training, ongoing maintenance, software support and upgrades, technical support, and reagent and consumable support. Lease and outright-purchase approaches will be considered, with a preference for leasing due to a potential facility relocation within two to five years. Proposed systems must be FDA CBER-cleared or licensed, accommodate German single-phase 230 V / 50 Hz power, treated water, specified laboratory space and environmental conditions, and operate within the existing DoD/DHA network without external commercial internet or vendor-installed wireless networks. Respondents must submit a capability statement of no more than 10 pages addressing technical capabilities, pricing constructs, site requirements, European service capability, relevant experience, and the ability to meet a not-later-than operational date of September 27, 2027.
