Description
The Metropolitan Airports Commission is seeking one qualified proposer to operate and manage a financial institution branch concession at Minneapolis-Saint Paul International Airport. The opportunity includes one traditional branch location and up to three automated teller machines, with standard banking transactions such as deposits, withdrawals, new account setup, and savings and investment account transactions. The branch is expected to operate Monday through Friday during normal banking hours, and ATMs must operate 24 hours per day. The selected proposer must develop the concept, provide renderings and design plans, construct and equip the facilities, and comply with MAC tenant design, construction, accessibility, sustainability, security, and approval requirements. Proposals are evaluated on the financial offer, concept and design plan, and management and operations plan. The agreement has a 10-year base term; the transition period is expected in the first quarter of 2028, with the goal of opening by the third quarter of 2028. The proposer must provide a $10,000 proposal deposit, pay at least 50% of out-of-network ATM fees to MAC, and submit business and financial references, a proposal acknowledgment, a single proposal PDF, and separate required exhibits.
