Description
The United States Coast Guard is seeking information on commercially available off-the-shelf and non-developmental core maritime navigation software that can be enhanced to support Coast Guard requirements and replace or modernize the legacy Vega navigation suite. Candidate solutions should integrate with existing shipboard hardware without requiring complete bridge refits and should support Windows 11 Enterprise, enterprise Linux, deterministic recovery after power interruption, modular or cross-platform architectures, and cybersecurity hardening aligned with DISA STIGs, NIST SP 800-53 Rev. 5, and FISMA parameters. The requested capabilities include sensor ingestion and distribution for marine navigation protocols and equipment; continuous data logging and synchronized forensic playback; S-57, S-63, DNC, and emerging S-100 chart support; multi-source positioning, sensor fusion, radar overlays, and tactical plotting; IHO S-52-compliant displays; electronic publications; Western Rivers aids-to-navigation management; encrypted AIS and sensitive tactical asset tracking; search-and-rescue pattern generation; tactical messaging; role-based access control; configuration auditing; and open APIs, plug-ins, or SDKs for mission-specific extensions. Responses must include an executive summary, technical capability statement, and company information cover sheet, submitted as searchable Adobe PDF files with an 11-point minimum font.
