Description
FEMA is conducting market research for contractor support services focused on implementing corrective actions and remediating previously identified internal-control deficiencies, audit findings, Mission Action Plans, Plans of Action and Milestones, and related financial, operational, IT, risk, and compliance issues. The anticipated work includes remediation planning and root-cause analysis; business-process and internal-control improvements; IT general and application control remediation; financial systems, reporting, reconciliation, and data-quality improvements; testing, verification, validation, evidence review, and closure documentation; risk and milestone tracking; dashboards and management reporting; stakeholder coordination; technical assistance; and knowledge transfer. This is a Sources Sought/RFI for market research and acquisition planning, not a request for proposals or an award opportunity. The anticipated follow-on requirement has one 12-month base period and four 12-month option periods, for up to five years, and may be performed at the contractor's facilities, FEMA locations, or remotely at the COR's discretion. Contractor personnel may require U.S. citizenship, favorable public-trust suitability, background investigations, security and privacy training, and access to sensitive government information and systems. Routine internal-control assessment, recurring compliance monitoring, baseline control testing, and routine A-123 testing are outside the primary scope.
