Description
The consultant will coordinate and support development of Jordan's Fourth State of Environment Report using the UNEP Drivers–Pressure–State–Impact–Response framework. The assignment includes establishing and operationalizing a National SOER Taskforce and thematic teams; coordinating government institutions, experts, academia, research institutions, civil society, and other stakeholders; collecting, validating, and analyzing environmental data and indicators; facilitating consultations and technical validation; and consolidating the report's thematic, policy, governance, and environmental assessment content. Deliverables include an inception report and work plan; taskforce establishment and orientation materials; thematic work plans and indicator mapping; draft thematic chapters; a draft policy and environmental governance section; a consolidated draft report; and a final validated report with consultation records and Arabic and English executive summaries. The consultant must have an advanced university degree, at least 10 years of relevant experience, demonstrated environmental assessment and SOER/DPSIR experience, strong multi-stakeholder coordination skills, and excellent Arabic and English communication skills.
