Description
The Utah State Courts seeks a qualified firm or agency to provide legal representation to respondents in guardianship petitions filed statewide through the Guardianship Reporting and Monitoring Program. Cases are assigned after the 60-day period for volunteer attorney matching has elapsed. The program receives approximately 130 requests annually, and each case averages 5–15 hours of attorney work. The selected provider will be appointed by the court and is expected to handle cases through resolution. The fixed rate is $200 per hour, with an initial maximum payout of $130,000; additional funding may be added in the next fiscal year if the pilot program is successful. The RFP anticipates a single award and uses a two-phase evaluation: offerors scoring at least 51 of 85 points in Phase 1 qualify for an interview in Phase 2, with award based on the combined scores. Proposals must address the requirements, scope of work, and evaluation categories in the RFP document.
